1 A bill to be entitled
2 An act relating to school personnel; requiring
3 the Department of Education to submit to the
4 Legislature statutory revisions necessary to
5 establish personnel classifications which
6 accurately reflect school and school district
7 job assignments; providing an effective date.

9 Be It Enacted by the Legislature of the State of Florida:

11 Section 1. By January 1, 2000, the Department of
12 Education shall recommend to the Legislature statutory
13 revisions necessary to establish school and school district
14 personnel classifications that accurately represent job
15 assignments. For purposes of establishing accurate
16 classifications, the department's recommendation must include
17 the following:
18 (1) Administrative personnel classifications, and
19 definitions of such classifications, which differentiate
20 between school site administrators, nonschool site
21 administrators, and administrators with an instructional
22 responsibility. For purposes of this distinction, personnel
23 who provide curriculum development, consulting, and training
24 services for other personnel shall be considered
25 administrators with an instructional responsibility.
26 (2) Instructional personnel classifications, and
27 definitions of such classifications, which differentiate
28 between personnel who have direct instructional contact with
29 students and evaluate student performance and personnel who
30 provide services to students but do not directly evaluate
31 student performance.

1 (3) Personnel classifications, and definitions of such
2 classifications within the category of "instructional
3 personnel," which recognize the following specialized
4 assignments:
5 (a) Large group assignments such as art instruction,
6 music instruction, or physical education.
7 (b) Specialized fields of instruction such as
8 exceptional student education, remedial education,
9 speech-language pathology, and similar fields of instruction.
10 (c) Team-teaching situations or assignments as the
11 second teacher in a classroom.
12 (4) Procedures to provide for the accurate reporting
13 of job assignments by schools and school districts.
14 Section 2. This act shall take effect upon becoming a
15 law.
