  1                      A bill to be entitled

  2         An act relating to state purchasing; requiring

  3         the Department of Management Services to

  4         develop and publish guidelines for state

  5         agencies with respect to the purchase of

  6         computer mainframes; establishing minimum

  7         requirements; requiring agency adherence to the

  8         guidelines; providing an effective date.

10  Be It Enacted by the Legislature of the State of Florida:

12         Section 1.  The Department of Management Services shall

13  develop and publish, by July 1, 1999, after consultation with

14  the Chief Information Officers Council, guidelines or best

15  practices for state agencies to follow in purchasing computer

16  mainframes from the state term contract for midrange/mainframe

17  computers. Such guidelines or best practices shall include, at

18  a minimum, agency development of a written agency scope of

19  work, notice to mainframe vendors, evaluation methodologies,

20  and procedures for conducting negotiations and obtaining best

21  and final offers.

22         Section 2.  State agencies must adhere to the published

23  guidelines or best practices when purchasing computer

24  mainframes from the state term contract for midrange/mainframe

25  computers.

26         Section 3.  This act shall take effect upon becoming a

27  law.
