11  The Committee on Community Affairs offered the following:

13         Amendment 

14         On page 2, lines 16 through 26,

15  remove from the bill:  all of said lines

16

17  and insert in lieu thereof:  (5)  FUNDING--Beginning in fiscal

18  year 1999-2000, the sum of $5,250,000 is appropriated to the

19  Department of Community Affairs from the General Revenue Fund

20  each year during the 10-year program.  The funds must be

21  distributed by the department to each sponsoring designee

22  within the state which was announced in January 1999, the

23  Federal Empowerment Zone designation under 26 U.S.C. s.

24  1391(g) or to each community that was awarded in January 1999

25  the Rural Enterprise Community designation, except that the

26  Department of Community Affairs may retain up to 2 percent of

27  the annual appropriation for state administrative costs

28  associated with the program.  From those funds, at least $4.9

29  million but no more than $5 million must be distributed to an

30  urban sponsoring designee and at least $245,000 but no more

31  than $250,000 must be distributed to a rural sponsoring

 1  designee or Rural Enterprise Community, if the rural

 2  sponsoring designee or Rural Enterprise Community has matched

 3  the amount with local funds.  The funds must be used for the

 4  benefit of the nominated area and are contingent upon the

 5  sponsoring designee or Rural Enterprise Community receiving

 6  Empowerment Zone or Enterprise Community funds under federal

 7  law and meeting the local-match requirements imposed by the

 8  Federal Empowerment or Enterprise Community regulations and

 9  this section.
