2 An act relating to education; amending s.
3 240.1163, F.S.; requiring certain courses to
4 receive weighted grades; authorizing certain
5 courses to be designated as both dual
6 enrollment and advanced placement courses;
7 providing an effective date.

9 Be It Enacted by the Legislature of the State of Florida:

11 Section 1. Subsection (4) of section 240.1163, Florida
12 Statutes, 1998 Supplement, is amended to read:
13 240.1163 Joint dual enrollment and advanced placement
14 instruction.--
15 (4) In computing grade point averages, school
16 districts and community colleges must weigh a rigorous
17 college-level dual enrollment course the same as either an
18 advanced placement course or an honors course. A school
19 district shall determine whether a dual enrollment course is
20 equivalent in academic value to an advanced placement course
21 or an honors course. A community college or school district
22 may designate a course as both dual-enrollment and
23 advanced-placement, and a student enrolled in such a course
24 may earn college credit as permitted under the requirements of
25 either program. college-level dual enrollment courses the same
26 as honors courses and advanced placement courses when grade
27 point averages are calculated. Alternative grade calculation
28 or weighting systems that discriminate against dual enrollment
29 courses are prohibited.
30 Section 2. This act shall take effect July 1, 1999.

4 The Committee Substitute differs from Senate Bill 336 in that
it amends s. 240.1163, F.S., rather than creating a new
5 statute in conflict with that section. It permits a school
district to weigh student grades in a dual enrollment course
6 as either an advanced placement or an honors course, rather
than requiring the same weight for all three. It would also
7 allow a student to earn college credit as permitted by either
the advanced placement program or the dual enrollment program
8 in a course that was designated as both.
