14         On page 6, after line 31, of the bill

16  insert:

18         Section 5.  Each school district and community college

19  must include a one-page summary of all moneys that were

20  expended or encumbered for workforce development programs for

21  which the school district or community college was responsible

22  during the preceding fiscal year and an estimate of such

23  moneys projected by the school district or community college

24  for the current fiscal year. All such expenditures and

25  estimates of such expenditures must be expressed in line items

26  by unit costs for each output measure approved pursuant to ss.

27  216.0166(3) and 239.115. Unit-cost totals must equal the total

28  amount of moneys that were expended or projected to be

29  expended by the school district or community college and must

30  include expenditures or projected expenditures of state funds

31  by subordinate governmental entities and contractors, as

 1  applicable. At the regular session immediately following the

 2  submission of the summary, the Legislature shall reduce in the

 3  General Appropriations Act for the ensuing fiscal year, by an

 4  amount equal to at least 10 percent of the allocation for the

 5  fiscal year preceding the current fiscal year, the funding of

 6  each school district or community college that fails to submit

 7  the summary required by this section. The Executive Office of

 8  the Governor, in consultation with the Office of Program

 9  Policy Analysis and Government Accountability, the Auditor

10  General, the Department of Banking and Finance, and the

11  legislative appropriations committees, shall develop

12  instructions as to the calculation of the unit-cost

13  information and the format and presentation of the summary

14  required under this section.
