  1                      A bill to be entitled

  2         An act relating to the re-creation of the

  3         Contracts and Grants Trust Fund within the

  4         Department of Agriculture and Consumer Services

  5         without modification; re-creating the Contracts

  6         and Grants Trust Fund; carrying forward current

  7         balances and continuing current sources and

  8         uses thereof; providing an effective date.

  9

10         WHEREAS, the Legislature wishes to extend the life of

11  the Contracts and Grants Trust Fund, which is otherwise

12  scheduled to be terminated pursuant to constitutional mandate,

13  and

14         WHEREAS, the Legislature has reviewed the Contracts and

15  Grants Trust Fund before its scheduled termination date and

16  has found that it continues to meet an important public

17  purpose, and

18         WHEREAS, the Legislature has found that existing public

19  policy concerning the Contracts and Grants Trust Fund sets

20  adequate parameters for its use, NOW, THEREFORE,

21

22  Be It Enacted by the Legislature of the State of Florida:

23

24         Section 1.  (1)  The Contracts and Grants Trust Fund

25  within the Department of Agriculture and Consumer Services,

26  FLAIR number 42-2-133, which was created pursuant to chapter

27  84-220, Laws of Florida, and which is to be terminated

28  pursuant to Section 19(f), Article III of the State

29  Constitution on November 4, 2000, is re-created.

  1         (2)  All current balances of the trust fund are carried

  2  forward, and all current sources and uses of the trust fund

  3  are continued.

  4         Section 2.  This act shall take effect November 4,

  5  2000.
