18         (d)  Notwithstanding subparagraphs (a) and (b), and

19  except as provided in subparagraph (c), in counties whose

20  charter was created by special act of the Florida Legislature

21  pursuant to the 1968 Florida Constitution, the county council

22  shall appoint all members.
