  1                      A bill to be entitled

  2         An act relating to the re-creation of the

  3         Florida Quarter Horse Racing Promotion Trust

  4         Fund without modification; re-creating the

  5         Florida Quarter Horse Racing Promotion Trust

  6         Fund; carrying forward current balances and

  7         continuing current sources and uses thereof;

  8         providing an effective date.

10         WHEREAS, the Legislature wishes to extend the life of

11  the Florida Quarter Horse Racing Promotion Trust Fund, which

12  is otherwise scheduled to be terminated pursuant to

13  constitutional mandate, and

14         WHEREAS, the Legislature has reviewed the Florida

15  Quarter Horse Racing Promotion Trust Fund before its scheduled

16  termination date and has found that it continues to meet an

17  important public purpose, and

18         WHEREAS, the Legislature has found that existing public

19  policy concerning the Florida Quarter Horse Racing Promotion

20  Trust Fund sets adequate parameters for its use, NOW,

21  THEREFORE,

23  Be It Enacted by the Legislature of the State of Florida:

24

25         Section 1.  (1)  The Florida Quarter Horse Racing

26  Promotion Trust Fund, FLAIR number 42-2-564, which was created

27  within the Department of Agriculture and Consumer Services and

28  which is to be terminated pursuant to Section 19(f), Article

29  III of the State Constitution on November 4, 2000, is

30  re-created.

  1         (2)  All current balances of the trust fund are carried

  2  forward, and all current sources and uses of the trust fund

  3  are continued.

  4         Section 2.  This act shall take effect November 4,

  5  2000.
