1 A bill to be entitled
2 An act relating to driver licenses; amending s.
3 322.08, F.S.; revising requirements with
4 respect to applications for license; providing
5 that the department shall request, receive, and
6 exchange certain information with other
7 jurisdictions; requiring a complete examination
8 of applications prior to the issuance of a
9 license; providing for rules; authorizing the
10 department to require the submission of
11 fingerprints; providing an effective date.

13 Be It Enacted by the Legislature of the State of Florida:
14
15 Section 1. Subsections (2) and (3) of section 322.08,
16 Florida Statutes, 1998 Supplement, are amended, and subsection
17 (8) is added to said section, to read:
18 322.08 Application for license.--
19 (2) Each such application shall reflect the full name
20 (first, middle or maiden, and last), proof of identity
21 satisfactory to the department, proof of birth date
22 satisfactory to the department, sex, social security number,
23 and residence and mailing address of the applicant, and
24 briefly describe the applicant, and shall state whether the
25 applicant has previously been licensed to drive, and if so,
26 when and by what state, and whether any such license or
27 driving privilege has ever been disqualified, revoked, or
28 suspended, or whether an application has ever been refused,
29 and if so, the date of and reason for such disqualification,
30 suspension, revocation, or refusal. The department shall not
31 issue a driver license until a complete examination of the

1 applicant's application has been made. The department shall
2 make such rules as are necessary for the orderly processing of
3 driver license applications.
4 (3) Each such application shall include a consent to
5 release driving record information, which requires entitling
6 the department to request, receive, and exchange such
7 information with other jurisdictions.
8 (8) The department may require applicants for a driver
9 license to submit fingerprints by means of an inkless
10 fingerprint scanning device at the time of application.
11 Section 2. This act shall take effect July 1, 1999.

14 HOUSE SUMMARY

Revises a provision of law governing applications for a
16 driver license to:
1. Require the Department of Highway Safety and
17 Motor Vehicles not to issue a license until a complete
examination of the applicant's record has been completed.
18 2. Require the department to request, receive, and
exchange described information with other jurisdictions.
19 3. Authorize the department to require applicants
to submit fingerprints by means of an inkless fingerprint
20 scanning device used at the time of the submission of the
application.
