  1                      A bill to be entitled

  2         An act terminating specified trust funds and

  3         fund accounts within the Department of Revenue;

  4         providing for disposition of balances in and

  5         revenues of such trust funds and fund accounts;

  6         prescribing procedures for the termination of

  7         such trust funds and fund accounts; repealing

  8         s. 61.182, F.S., relating to the Child Support

  9         Depository Trust Fund; providing an effective

10         date.

12  Be It Enacted by the Legislature of the State of Florida:

13

14         Section 1.  (1)  The following trust funds and fund

15  accounts within the Department of Revenue are terminated:

16         (a)  The Administrative Hearings Cash Bond Trust Fund,

17  FLAIR number 73-2-019.

18         (b)  The Child Support Depository Trust Fund, FLAIR

19  number 73-2-080.

20         (c)  The Drug Abuse Education Trust Fund, FLAIR number

21  73-2-169.

22         (d)  The Indigent Health Care Tax Clearing Trust Fund,

23  FLAIR number 73-2-382.

24         (e)  The Property Assessment Loan Trust Fund, FLAIR

25  number 73-2-553.

26         (f)  The Minerals Trust Fund, FLAIR number 73-2-484.

27         (g)  The Solid Waste Management Trust Fund, FLAIR

28  number 73-2-644.

29         (h)  The Special Fuel and Motor Fuel Use Tax Clearing

30  Trust Fund, FLAIR number 73-2-650.

  1         (i)  The State Agency Revenue Processing Clearing Trust

  2  Fund, FLAIR number 73-2-660.

  3         (2)  Unless otherwise provided, all current balances

  4  remaining in, and all revenues of, the trust funds terminated

  5  by this act shall be transferred to the General Revenue Fund.

  6         (3)  For each trust fund and fund account terminated by

  7  this act, the agency or branch that administers the trust fund

  8  or fund account shall pay any outstanding debts and

  9  obligations of the terminated fund or account as soon as

10  practicable, and the Comptroller shall close out and remove

11  the terminated fund or account from the various state

12  accounting systems using generally accepted accounting

13  principles concerning warrants outstanding, assets, and

14  liabilities.

15         Section 2.  Section 61.182, Florida Statutes, is

16  repealed.

17         Section 3.  This act shall take effect July 1, 1999.
