  1                      A bill to be entitled

  2         An act relating to religious freedom;

  3         authorizing the display of the Ten Commandments

  4         on public property; providing an effective

  5         date.

  6

  7         WHEREAS, the Declaration of Independence declares that

  8  governments are instituted to secure certain unalienable

  9  rights, including life, liberty, and the pursuit of happiness,

10  with which all human beings are endowed by their Creator and

11  to which they are entitled by the laws of nature and of

12  nature's God, and

13         WHEREAS, the organic laws of the United States Code and

14  the constitutions of every state, using various expressions,

15  recognize God as the source of the blessings of liberty, and

16         WHEREAS, the First Amendment to the Constitution of the

17  United States and Section 3, Article I of the State

18  Constitution secure rights against laws respecting an

19  establishment of religion or prohibiting the free exercise

20  thereof, and

21         WHEREAS, disputes and doubts have arisen with respect

22  to public displays of the Ten Commandments, NOW, THEREFORE,

23

24  Be It Enacted by the Legislature of the State of Florida:

25

26         Section 1.  DISPLAY OF TEN COMMANDMENTS.--The Ten

27  Commandments may be displayed on or within property owned or

28  administered by the state or its political subdivisions.

29         Section 2.  This act shall take effect upon becoming a

30  law.
