12 Be It Enacted by the Legislature of the State of Florida:
13
14 Section 1. Paragraph (e) of subsection (2) of section
15 250.10, Florida Statutes, 1998 Supplement, is amended to read:
16 250.10 Appointment and duties of the Adjutant
17 General.--
18 (2) The Adjutant General of the state shall be the
19 Chief of the Department of Military Affairs. He or she shall:
20 (e)1. Prepare and publish by order of the Governor
21 such orders, rules and regulations, consistent with law, as
22 are necessary to bring the organization, armament, equipment,
23 training, and discipline of the Florida National Guard to a
24 state of efficiency as nearly as possible to that of the
25 regular United States Army and Air Force, and the Adjutant
26 General shall attest all orders of the commander in chief
27 relating to the militia.
28 2. Establish by directive an organized and supervised
29 physical fitness program for state active duty personnel of
30 the Department of Military Affairs, provided that the program
31 does not exceed 1 hour per day, for a maximum of 3 hours per

1 week, and originates and terminates at the normal work site.
2 All fees, membership dues, equipment, and clothing relating to
3 such physical fitness program shall be at no cost to the
4 state. Administrative leave, not to exceed 3 hours per week,
5 shall be provided by the department to all state active duty
6 personnel participating in the physical fitness program.
7 3. Establish by directive a post exchange store for
8 members of the Florida National Guard, their families, guests,
9 and other authorized users. The post exchange store shall be
10 located at the Camp Blanding Training Site. The primary
11 purpose of the store is to provide for the morale, recreation,
12 and welfare of all service members training at the Camp
13 Blanding Training Site. The operation of the post exchange
14 store must be in accordance with state and federal laws,
15 rules, and regulations. Profits of the post exchange store,
16 if any, shall be deposited in the Camp Blanding Management
17 Trust Fund and shall be used to enhance the facilities and
18 services provided by the Camp Blanding Training Site. The Camp
19 Blanding Management Trust Fund may be used to initiate and
20 support the initial operations of the Camp Blanding post
21 exchange store. The Adjutant General may establish an account
22 with a federally insured financial institution in the state to
23 facilitate the operations of the post exchange store.
24 Section 2. This act shall take effect upon becoming a
25 law.
