14         Amendment (with title amendment) 

15         On page 2, line 8,

17  insert:

18         Section 1.  (1)  The Secretary of Transportation shall

19  convene by July 1, 1999, a nonconforming sign relocation

20  working group consisting of a representative of the Department

21  of Transportation who shall serve as chair of the working

22  group, a representative of the Florida Association of

23  Counties, a representative of the Florida League of Cities, a

24  representative of the American Planning Association-Florida

25  Chapter, a representative of the Florida Federation of Garden

26  Clubs, Inc., a representative of Scenic America-Florida

27  Chapter, Inc., a representative of the Florida Outdoor

28  Advertising Association, and two representatives who are

29  private citizens that currently own or are employed by private

30  outdoor advertising businesses.

31         (2)  The working group shall develop recommendations to

 1  the Legislature for changes to provisions of law relating to

 2  regulation and relocation of nonconforming outdoor advertising

 3  signs, including the issue of compensation for removal of

 4  nonconforming outdoor advertising signs. The working group may

 5  include recommendations on other matters related to outdoor

 6  advertising.

 7         (3)  The working group shall provide reasonable public

 8  notice of its meetings, and shall allow participation of and

 9  input from any entity interested in the issues of the working

10  group.

11         (4)  The report shall be provided to the Legislature

12  prior to the 2000 legislative session.

17         On page 1, line 3, after the semicolon,

19  insert:

20         providing for a working group to develop

21         recommendations regarding regulation and

22         relocation of certain nonconforming signs;
