  1                      A bill to be entitled

  2         An act relating to dental services coverage

  3         under the Florida Kidcare program; amending s.

  4         409.815, F.S.; providing coverage for certain

  5         dental procedures; providing an effective date.

  7  Be It Enacted by the Legislature of the State of Florida:

  8

  9         Section 1.  Paragraphs (q), (r), (s), (t), and (u) of

10  subsection (2) of section 409.815, Florida Statutes, 1998

11  Supplement, are renumbered as paragraphs (r), (s), (t), (u),

12  and (v), respectively, and new paragraph (q) is added to said

13  subsection, to read:

14         409.815  Health benefits coverage; limitations.--

15         (2)  BENCHMARK BENEFITS.--In order for health benefits

16  coverage to qualify for premium assistance payments for an

17  eligible child under ss. 409.810-409.820, the health benefits

18  coverage, except for coverage under Medicaid and Medikids,

19  must include the following minimum benefits, as medically

20  necessary.

21         (q)  Dental services.--Covered services include:

22         1.  Procedures provided under the Medicaid Children's

23  Dental Program; or

24         2.  Diagnostic, preventive, and corrective procedures

25  necessary to ensure optimal oral health as detemined by the

26  department in consultation with the agency.  Payment of

27  benefits for such covered services shall be on a prepaid per

28  capita basis or on a prepaid aggregate fixed-sum basis to

29  third party administrators who will reimburse providers on a

30  noncapitated basis.

31         Section 2.  This act shall take effect October 1, 1999.
