  1                      A bill to be entitled

  2         An act relating to environmental permitting;

  3         establishing one-stop permitting offices

  4         throughout the state to simplify and coordinate

  5         the permitting process; providing an effective

  6         date.

  8  Be It Enacted by the Legislature of the State of Florida:

  9

10         Section 1.  The Legislature authorizes the

11  establishment of one-stop permit assistance centers throughout

12  the state. The centers must accomplish the following

13  objectives: environmental protection, reduction of regulatory

14  burden, elimination of regulatory overlap, and efficiency

15  enhancement. These objectives can be met through

16  pre-application meetings, early identification of required

17  project permits, and regulatory expertise.

18         Section 2.  This act shall take effect January 1, 2000.
