17  insert:  Each agreement must include mechanisms and strategies

18  for improving the preparation of elementary, middle, and high

19  school teachers.  Effective collaboration among school

20  districts, postsecondary institutions, and practicing

21  educators is essential to improving teaching in Florida's

22  elementary and secondary schools and consequently, the

23  retention and success of students through high school

24  graduation and into postsecondary education.  Professional

25  development programs shall be developed cooperatively and

26  include curricular content which focuses upon local and state

27  needs and responds to state, national, and district policy and

28  program priorities. School districts and community colleges

29  are encouraged to develop plans which utilize new

30  technologies, address critical needs in their implementation,

31  and include both preservice and inservice initiatives.
