  1                 Senate Joint Resolution No.     

  2         A joint resolution proposing an amendment

  3         adding Section 20 to Article III of the State

  4         Constitution, relating to the Legislature, to

  5         prohibit the Legislature from passing a law

  6         limiting a Florida resident's access to the

  7         licensed physician of his or her choice.

  9  Be It Resolved by the Legislature of the State of Florida:

11         That the following amendment adding Section 20 to

12  Article III of the State Constitution is hereby agreed to and

13  shall be submitted to the electors of this state for approval

14  or rejection at the next general election or at an earlier

15  special election specifically authorized by law for that

16  purpose and, if approved, shall take effect January 1, 2001:

17                           ARTICLE III

18                           LEGISLATURE

19         SECTION 20.  Right to choice of physician.--The

20  Legislature shall make no law that would limit the right of a

21  resident of this state to have access to the physician of his

22  or her choice, as long as that physician is duly registered

23  with and licensed by the State of Florida.

24         BE IT FURTHER RESOLVED that the following statement be

25  placed on the ballot:

26                     CONSTITUTIONAL AMENDMENT

27                     ARTICLE III, SECTION 20

28         RIGHT TO CHOOSE ONE'S PHYSICIAN.--Proposing an

29  amendment to the State Constitution to prohibit the

30  Legislature from enacting a law that limits the right of a

31  resident of Florida to have access to the physician of his or
