  1                      A bill to be entitled

  2         An act relating to agriculture; creating the

  3         Florida Commission on Federal and State

  4         Agricultural Relations; providing for its

  5         membership and duties; providing for members'

  6         per diem and travel expenses; requiring

  7         reports; providing an effective date.

  9  Be It Enacted by the Legislature of the State of Florida:

10

11         Section 1.  Florida Commission on Federal and State

12  Agricultural Relations.--

13         (1)(a)  There is created within the Department of

14  Agriculture and Consumer Services the Florida Commission on

15  Federal and State Agricultural Relations. The commission shall

16  be composed of 16 members, as follows: Two members shall be

17  members of the Florida Senate appointed by the President of

18  the Senate; three members shall be members of the Florida

19  House of Representatives appointed by the Speaker of the House

20  of Representatives; the President of the Senate, the Speaker

21  of the House of Representatives, the Governor, and the

22  Commissioner of Agriculture shall each appoint two residents

23  of the state who are engaged in the agriculture business, and

24  each appointing authority shall consult with all the other

25  appointing authorities to make certain that a diversity of

26  agricultural business interests are represented on the

27  commission; and the Commissioner of Agriculture shall request

28  two members of the United States Congress and the state

29  executive director of the Farm Services Agency of the United

30  States Department of Agriculture to serve on the commission.

  1         (b)  The  members representing agricultural business

  2  interests shall be appointed to 4-year terms. A vacancy on the

  3  commission shall be filled in the same manner as the original

  4  appointment. The Commissioner of Agriculture shall serve as

  5  chair of the commission.

  6         (c)  Commission members shall serve without

  7  compensation, but may be reimbursed for per diem and travel

  8  expenses in accordance with s. 112.061, Florida Statutes, up

  9  to a maximum of $10,000 for the commission, per year.

10         (2)  The commission shall coordinate, in manners and

11  methods deemed appropriate, the efforts of federal and state

12  agencies to identify, seek out, and assist local agencies in

13  maximizing the amount of federal funds obtained for Florida

14  agricultural purposes.

15         (3)  The Commissioner of Agriculture shall annually

16  report to the President of the Senate and the Speaker of the

17  House of Representatives on the actions of the commission

18  pursuant to this section.

19         Section 2.  This act shall take effect upon becoming a

20  law.

  1          STATEMENT OF SUBSTANTIAL CHANGES CONTAINED IN
                       COMMITTEE SUBSTITUTE FOR
  2                         Senate Bill 706

  4  Committee Substitute for Senate Bill 706 is different from
    Senate Bill 706 in that it:
  5
    -     Includes the state executive director of the Farm
  6        Services Agency of the United States Department of
          Agriculture in the membership of the Florida Commission
  7        on Federal and State Agricultural Relations.

  8  -     Authorizes a maximum of $10,000 per year to provide
          commission members with per diem and travel expenses.
  9
    -     Requires the Commissioner of Agriculture to report
10        annually to the President of the Senate and the Speaker
          of the House of Representatives on the actions of the
11        Florida Commission on Federal and State Agricultural
          Relations.
