15 On page 26, between lines 5-6,

17 insert:
18 Section 23. The Department of Insurance shall contract
19 with the State University System or a member thereof to
20 conduct a comprehensive review of the regulation of title
21 insurance and to make a report to the President of the Senate
22 and the Speaker of the House of Representatives on or before
23 February 1, 2000, which shall include recommendations for
24 statutory change. The report may address any relevant issues
25 but shall at a minimum address the following:
26 (1) Adoption of pure risk premium or all inclusive
27 rate or retention of current hybrid premium rate and
28 identification of appropriate rate levels for each.
29 (2) Promulgation of rates by statute or rule versus
30 rate regulation similar to that which currently exists in this
31 state as to property and casualty insurance.

2 Section 24. The sum of $200,000 is hereby appropriated
3 for fiscal year 1999-2000 from the Insurance Commissioner's
4 Regulatory Trust Fund to the Department of Insurance to fund
5 the study required under Section 22 of this act.
