18 (2) DEVELOPMENT OF TEACHER PREPARATION PROGRAMS.--
19 (a) The Commissioner of Education shall appoint a
20 Teacher Preparation Program committee for the purpose of
21 establishing core curricula in each state-approved teacher
22 preparation program. The committee shall be comprised of
23 representatives from presidents of public and private colleges
24 and universities, deans of colleges of education, presidents
25 of community colleges, district school superintendents, and
26 high-performing teachers. The curricula shall be focused on
27 the knowledge, skills, and abilities essential to instruction
28 in the Sunshine State Standards, with a clear emphasis on the
29 importance of reading at all grade levels. The committee shall
30 make a report of its recommendations to the State Board of
31 Education by January 1, 2000, and at that time may be

1 dissolved. The State Board of Education shall adopt rules that
2 establish uniform core curricula for each state-approved
3 teacher preparation program and shall utilize this report in
4 the development of such rules.
5 (b) A system developed by the Department of Education
6 in collaboration with institutions of higher education shall
7 assist departments and colleges of education in the
8 restructuring of their programs to meet the need for producing
9 quality teachers now and in the future. The system must be
10 designed to assist teacher educators in conceptualizing,
11 developing, implementing, and evaluating programs that meet
12 state-adopted standards. The Education Standards Commission
13 has primary responsibility for recommending these standards to
14 the State Board of Education for adoption. These standards
15 shall emphasize quality indicators drawn from research,
16 professional literature, recognized guidelines, Florida
17 essential teaching competencies and educator-accomplished
18 practices, effective classroom practices, and the outcomes of
19 the state system of school improvement and education
20 accountability, as well as performance measures. Departments
21 and colleges of education shall make every attempt to secure
22 priority funding for teacher preparation programs and courses
23 emphasizing the state system of school improvement and
24 education accountability concepts and standards.
