15         On page 122, line 28, delete that line

16

17  and insert:

18         1.  Rate of student performance, which must be based on

19  the degree of measured learning gains of the students and must

20  be corrected for characteristics of the student population or

21  the school which are beyond the employee's control.  These

22  characteristics may include, but are not limited to,

23  attendance or dropout rates, the number of students who are

24  enrolled at the school for less than a full school year, the

25  number of students enrolled in English for Speakers of Other

26  Languages pursuant to s. 233.058, and school discipline data.

27  The Department of Education shall provide technical assistance

28  to school districts to develop the methodology for analyzing

29  student achievement using the required corrections.
