20 WHEREAS, providing a system of high-quality public
21 education for children is an important goal of this state, and
22 WHEREAS, Floridians reemphasized their aspiration to
23 provide for a system of high-quality public education for
24 children in this state by amending Section 1 of Article IX of
25 the State Constitution in the November 1998 General Election,
26 and
27 WHEREAS, the Legislature recognizes that it has an
28 important but not exclusive role in providing children with
29 the opportunity to obtain a high-quality education in this
30 state, and
31 WHEREAS, success in obtaining a high-quality education

1 depends upon many influences, and
2 WHEREAS, among the most prominent influences on the
3 educational success of children are the positive influences of
4 parents on their children's lives and on their children's
5 desire to learn and the active involvement of parents in the
6 education of their children, and
7 WHEREAS, the presence of those influences is
8 indispensable to successfully providing a system that allows
9 students to obtain a high-quality education, and
10 WHEREAS, children will have the best opportunity to
11 obtain a high-quality education in the public education system
12 of this state and that system can best be enhanced when
13 positive parental influences are present, when we allocate
14 resources efficiently and concentrate resources to enhance a
15 safe, secure, and disciplined classroom learning environment,
16 when we support teachers, when we reinforce shared high
17 academic expectations, and when we promptly reward success and
18 promptly identify failure, as well as promptly appraise the
19 public of both successes and failures, NOW, THEREFORE,
