14         On page 117, line 27, delete that line

15

16  and insert:

17         1.  Rate of student performance, which must be based on

18  the degree of measured learning gains of the students and must

19  be corrected for characteristics of the student population or

20  the school that are beyond the employee's control.  These

21  characteristics may include but are not limited to attendance

22  or dropout rates, readiness for college, comparative scores on

23  statewide student assessment instruments, the number of

24  students who are enrolled at the school for less than a full

25  school year, the number of students enrolled in English for

26  Speakers of Other Languages pursuant to s. 233.058, school

27  discipline data, and the location of the school.  The

28  Department of Education shall provide technical assistance to

29  school districts to develop the methodology for analyzing

30  student achievement using the required corrections.
