15         On page 17, lines 6 through 18,

16  remove from the bill:  all of said lines

18  and insert in lieu thereof:  of the state. The Legislature

19  finds that the State Constitution requires the state to

20  provide the opportunity to obtain a high-quality education.

21  The Legislature further finds that a student should not be

22  compelled, against the wishes of the student's parent or

23  guardian, to remain in a school found by the state to be

24  failing for 2 years. The Legislature shall make available

25  opportunity scholarships in order to give parents and

26  guardians the opportunity for their children to attend a

27  public school that is performing satisfactorily or to attend

28  an eligible private school when the parent or guardian chooses

29  to apply the equivalent of the public education funds

30  generated by his or her child to the cost of tuition in the

31  eligible private school as provided in paragraph (6)(a).
