14         On page 163, between lines 4 & 5,

17         Section 60.  The State Board of Education shall adopt

18  such rules as necessary to ensure that not-for-profit,

19  professional teacher associations which offer membership to

20  all teachers, non-instructional personnel, and administrators,

21  and which offer teacher training and staff development at no

22  fee to the district shall be given equal access to voluntary

23  teacher meetings, be provided access to teacher mailboxes for

24  distribution of professional literature, and be authorized to

25  collect voluntary membership fees through payroll deduction.
