17  Funds may be made available to schools that have been

18  designated in performance grade categories "D" or "F" to

19  develop partnerships with private-sector entities to improve

20  student performance through programs focusing on intensive

21  academic intervention for students and professional

22  development for teachers. Schools should select private-sector

23  partners who have demonstrated successful research-based

24  strategies to improve student performance on basic skills and

25  standardized tests.
