  1                      A bill to be entitled

  2         An act relating to freight forwarders;

  3         requiring freight forwarders to provide

  4         warehouse receipts or copies of airway bills or

  5         bills of lading to certain business entities

  6         for certain purposes; providing receipt

  7         requirements; requiring freight forwarders to

  8         maintain certain records for a time certain;

  9         providing an effective date.

11  Be It Enacted by the Legislature of the State of Florida:

13         Section 1.  Any business entity in this state which

14  operates as a freight forwarder which engages in the business

15  of receiving goods from other business entities in this state

16  and makes air and water transportation arrangements to

17  transport such goods shall provide such other entities with a

18  warehouse receipt at the time such entities deliver the goods

19  to the freight forwarder's place of business. The warehouse

20  receipt must contain the name, address, and telephone number

21  of the freight forwarder, a preprinted warehouse receipt

22  number, the date the goods were delivered to the freight

23  forwarder, and a brief description of the goods delivered by

24  such other entities. Within 2 weeks after the date an airway

25  bill or bill of lading is issued to the freight forwarder by

26  the transportation company contracted by the freight forwarder

27  to transport the goods, the freight forwarder shall mail to

28  the entity from which the goods were received a copy of the

29  airway bill or bill of lading in order for such entity to

30  comply with the requirements of Rule 12A-1.064(1)(b)2.,

  1  Florida Administrative Code. A freight forwarder shall keep a

  2  record of such transactions for a period of 5 years.

  3         Section 2.  This act shall take effect July 1, 1999.
