13         Substitute Amendment for Amendment (252491) 

14         On page 27, lines 13-19,

15  remove from the bill:  all of said lines

16

17  and insert in lieu thereof:  punitive damages awarded to a

18  claimant may not exceed five times the amount of compensatory

19  damages awarded to a claimant, except as provided in paragraph

20  (b).  In any civil action in which the judgment for

21  compensatory damages exceed $50,000, the judgment for punitive

22  damages awarded to a claimant may not exceed three times the

23  amount of compensatory damages, except as provided in

24  paragraph (b) based on negligence, strict liability;
