  1                      A bill to be entitled

  2         An act relating to solid and hazardous waste;

  3         providing annual funding from the Solid Waste

  4         Management Trust Fund to assist private

  5         businesses in complying with waste management

  6         requirements and attaining waste reduction and

  7         recycling goals; providing an effective date.

  9  Be It Enacted by the Legislature of the State of Florida:

11         Section 1.  The Legislature recognizes the need for

12  statewide solid and hazardous waste management assistance to

13  Florida's private businesses and industries. In order to

14  ensure that solid and hazardous waste management assistance is

15  provided to Florida's private sector on a continuing basis and

16  that Florida's mandatory waste reduction and recycling goals

17  stated in s. 403.706(2)(b) and (4), Florida Statutes, are

18  reached and maintained, the Department of Environmental

19  Protection shall make available to the Southern Waste

20  Information Exchange, Inc. (SWIX), a Florida nonprofit

21  corporation that is tax exempt under s. 501(c)(3) of the

22  United States Internal Revenue Code, on an annual basis,

23  $300,000 from the Solid Waste Management Trust Fund. These

24  funds shall be used by SWIX to assist small businesses and

25  industries in complying with solid and hazardous waste

26  management requirements, to maintain and expand a waste

27  exchange service, to provide technical assistance on waste

28  reduction and minimization methods, and to help Florida

29  businesses and industries in reducing their waste management

30  costs.

31         Section 2.  This act shall take effect July 1, 1999.
