13         Amendment (with title amendment) 

14         On page 4, between lines 27 & 28,

15

16  insert:

17         Section 4.  A risk assessment workgroup is established,

18  to be composed of nine members. Members must have direct

19  experience and a strong interest in juvenile justice issues.

20  Composition of the workgroup shall be as follows:  a public

21  defender, a state attorney, and a sheriff appointed by their

22  respective professional associations; a representative of the

23  Department of Juvenile Justice, a chairman of a local juvenile

24  justice board or county council, and a child advocate

25  appointed by the Secretary of Juvenile Justice; a juvenile

26  judge appointed by the Conference of Circuit Court Judges; a

27  member of the Senate appointed by the President of the Senate;

28  and a member of the House of Representatives appointed by the

29  Speaker of the House of Representatives. The workgroup shall

30  review the effectiveness of the risk assessment instrument as

31  a screening device and shall make recommendations to keep,

 1  revise, or eliminate the instrument, based upon its findings.

 2  The workgroup shall report to the Governor, the President of

 3  the Senate, and the Speaker of the House of Representatives

 4  regarding these findings by January 15, 2000. Subject to

 5  specific appropriations, an independent evaluation will be

 6  commissioned by the department to validate the current risk

 7  assessment instrument and make an objective report to the

 8  workgroup and the Legislature.
