  2         An act relating to official state designations;

  3         creating s. 15.0465, F.S.; designating an

  4         official flagship of the State of Florida;

  5         designating the courthouse of the District

  6         Court of Appeal for the Third District as the

  7         "Thomas H. Barkdull, Jr., District Courthouse";

  8         authorizing the Third District Court of Appeal

  9         to erect suitable markers; providing an

10         effective date.

12         WHEREAS, the Honorable Thomas H. Barkdull, Jr., served

13  as Judge of the District Court of Appeal of the State of

14  Florida for the Third District from 1961 through 1996, serving

15  as Chief Judge from 1963 through 1965 and 1972 through 1977,

16  and as Acting Chief Judge in 1980, and

17         WHEREAS, Judge Barkdull was admitted to the practice of

18  law in the State of Florida in 1949 and, prior to assuming his

19  judicial duties in 1961, practiced with great distinction,

20  most notably as counsel to the Dade County Commission, as

21  counsel to the Rules and Calendar Committee of the House of

22  Representatives of the Florida Legislature, and as a member of

23  the Board of Governors of The Florida Bar, and

24         WHEREAS, Judge Barkdull has served as Chairman of the

25  Appellate Judges Conference, as a member of the Judicial

26  Qualifications Commission from 1966 to 1994, and as a member

27  of the Constitution Revision Commission from 1965 to 1968,

28  1977 to 1978, and 1996 to 1997, giving unselfishly of his

29  talents and leadership abilities, and

30         WHEREAS, Judge Barkdull's long career has been a model

31  of integrity, honor, and judicial wisdom, and

  1         WHEREAS, Judge Barkdull has brought great esteem,

  2  respect, and honor to the Third District Court of Appeal and

  3  to the entire judiciary of the State of Florida by the calm,

  4  fair, and diligent performance of his judicial duties and his

  5  unwavering moral leadership, and

  6         WHEREAS, Judge Barkdull retired from the bench on

  7  December 31, 1996, after having reached the age of 70 years,

  8  and

  9         WHEREAS, Judge Barkdull was instrumental in securing

10  the land and directing the construction of the courthouse for

11  the Third District Court of Appeal, and

12         WHEREAS, it is fitting and appropriate, as requested by

13  his former colleagues on the Third District Court of Appeal,

14  that Judge Barkdull be recognized for his contributions to the

15  court and to the administration of justice in Florida and to

16  all the citizens of Florida, NOW, THEREFORE,

17

18  Be It Enacted by the Legislature of the State of Florida:

19

20         Section 1.  The courthouse of the Third District Court

21  of Appeal of the State of Florida is hereby designated as the

22  "Thomas H. Barkdull, Jr., District Courthouse."

23         Section 2.  The Third District Court of Appeal is

24  authorized to erect appropriate markers designating the

25  courthouse of the Third District Court of Appeal of the State

26  of Florida as the "Thomas H. Barkdull, Jr., District

27  Courthouse."

28         Section 3.  Section 15.0465, Florida Statutes, is

29  created to read:

30         15.0465  Official flagship.--The schooner Western

31  Union, a 130 foot historic sailing vessel of the tallship

  1  class, built in Key West, Florida, and first launched in 1939,

  2  is hereby designated an official flagship of the State of

  3  Florida.

  4         Section 4.  This act shall take effect upon becoming a

  5  law.
