11  Senator Bronson moved the following amendment:

13         Senate Amendment (with title amendment) 

14         On page 10, between lines 20 and 21,

15

16  insert:

17         Section 8.  The Executive Director of the Fish and

18  Wildlife Conservation Commission and the Secretary of the

19  Department of Environmental Protection shall develop and adopt

20  an operating agreement and an annual work plan to accomplish

21  responsibilities shared between the agenies.

22         (1)  The operating agreement shall be completed by no

23  later than January 31, 2000, and shall detail commission law

24  enforcement responsibilities for emergency response. Until the

25  operating plan has been completed and adopted, the department

26  may call upon the commission for emergency response and the

27  commission is directed to respond to said requests.

28         (2)  The work plan shall be submitted by August 1, 1999

29  to the Governor, Speaker of the House and President of the

30  Senate and may include recommendations for facilitating

31  department law enforcement and emergency response needs, the

 1  research priorities of the Florida Marine Research Institute,

 2  and the needs of other appropriate department programs.

 3         (3)  A memorandum of agreement will be developed

 4  between the Department of Environmental Protection and the

 5  Florida Fish and Wildlife Conservation Commission which will

 6  detail the responsibilities of the Florida Marine Research

 7  Institute to the department, to include, at a minimum, the

 8  following services:

 9         1.  Environmental monitoring and assessment,

10         2.  Restoration research and development of restoration

11  technology, and

12         3.  Technical support and response for oil spills, ship

13  groundings, major marine species die-offs, hazardous spills,

14  and natural disasters.

20  And the title is amended as follows:

21         On page 1, line 21, after the word "transferred";

23  insert:

24         providing for an operating agreement and an

25         annual work plan regarding responsibilities

27         providing for submission of the work plan to

28         the Governor and the Legislature; providing for

29         a memorandum of agreement between the

30         commission and the department regarding

31         responsibilities of the Florida Marine Research
