  1                      A bill to be entitled

  2         An act relating to designations; designating

  3         the Sawgrass Expressway in Broward County as

  4         the "Jerry Thompson Expressway"; directing the

  5         Department of Transportation to erect markers;

  6         designating the State Veterans' Nursing Home in

  7         Pembroke Pines as the Alexander "Sandy"

  8         Nininger, Jr. State Veterans' Nursing Home;

  9         directing the Department of Veterans' Affairs

10         to erect suitable markers; designating the

11         Florida Records Storage Center of the

12         Department of State as the Jim Smith Building;

13         directing the Department of State to erect

14         suitable markers; providing an effective date.

16         WHEREAS, Alexander "Sandy" Nininger, Jr., a graduate of

17  Ft. Lauderdale High School and the United States Military

18  Academy, served as a First Lieutenant in the United States

19  Army, and

20         WHEREAS, Alexander "Sandy" Nininger, Jr., was serving

21  with Company K, 57th Infantry, Philippine Scouts, when he

22  engaged enemy forces near Abucay, Bataan, Philippine Islands

23  on January 12, 1942, and

24         WHEREAS, Alexander "Sandy" Nininger, Jr., repeatedly

25  forced his way into hostile positions and engaged in

26  hand-to-hand combat with an enemy force having superior

27  firepower, and

28         WHEREAS, Alexander "Sandy" Nininger, Jr., despite being

29  wounded three times, continued his attacks, pushing alone far

30  behind enemy lines, and

  1         WHEREAS, Alexander "Sandy" Nininger, Jr.'s bravery and

  2  heroic actions resulted in his death at the hands of the

  3  enemy, and

  4         WHEREAS, Alexander "Sandy" Nininger, Jr., was awarded

  5  the Congressional Medal of Honor on February 10, 1942, for

  6  exceptional courage, fortitude, and devotion to duty, NOW,

  7  THEREFORE,

  9  Be It Enacted by the Legislature of the State of Florida:

11         Section 1.  The State Veterans' Home in Pembroke Pines

12  is designated the Alexander "Sandy" Nininger, Jr., State

13  Veterans' Nursing Home.

14         Section 2.  The Department of Veterans' Affairs is

15  directed to erect suitable markers bearing the designation

16  made by this act.

17         Section 3.  (1)  The building currently housing the

18  Florida Records Storage Center of the Department of State,

19  located at 4319 Shelfer Road in Tallahassee, is designated the

20  "Jim Smith Building" in honor of former Secretary of State Jim

21  Smith who served as Florida's 21st Secretary of State from

22  August 5, 1987, to January 3, 1995.

23         (2)  The Department of State shall erect suitable

24  markers bearing the designation made by this section.

25         Section 4.  (1)  The Sawgrass Expressway (SR 869)

26  located in Broward County is designated the "Jerry Thompson

27  Expressway" in honor of the late Broward County Commissioner

28  who served from November 1974 through November 1996.

29         (2)  The Department of Transportation shall erect

30  suitable markers bearing the designation made by this section.

31         Section 5.  This act shall take effect July 1, 1999.
