14         Senate Amendment (with title amendment) 

15         On page 1, lines 17 through 29, delete those lines

16

17  and insert:

18         Section 6.  The Legislature recognizes the uniqueness

19  of South Florida and its particular need to be a

20  self-governing, independent, and sovereign entity unto itself.

21  The Legislature acknowledges that South Florida presently

22  exercises many sovereign powers delegated to it by the

23  Legislature. The Legislature recognizes that South Florida

24  presently conducts its affairs as though it were an

25  independent and sovereign state. Therefore, the Legislature

26  declares it to be an important state interest to enable South

27  Florida to meet the needs of its citizens in the most

28  effective manner and hereby creates Miami-Dade, Broward, Palm

29  Beach, Monroe, Martin Counties as a separate state with any

30  and all rights that such a duly created sovereign state may

31  exercise.
