13 Be It Enacted by the Legislature of the State of Florida:
14
15 Section 1. Section 7.275, Florida Statutes, is created
16 to read:
17 7.275 Hialeah County.--The boundary lines of Hialeah
18 County are as follows:

20 Beginning at the southeast corner of Section 20, Township 53
21 South, Range 41 East, run 660 feet northwardly along the east
22 line of such Section 20 to a point, such point being the Point

17 Section 3. All real property the title to which is
18 vested in Dade County and which is located within the area
19 comprising Hialeah County is transferred to Hialeah County on
20 the effective date of this act. Personal property the title to
21 which is vested in Dade County is transferred to Hialeah
22 County on the effective date of this act in an amount equal to
23 the proportion which the assessed value of taxable property in
24 the area comprising Hialeah County bears to the assessed value
25 of taxable property in Dade County as of the previous January
26 1. Hialeah County shall assume responsibility for the
27 obligations of Dade County which exist on the effective date
28 of this act in an amount equal to the proportion which the
29 assessed value of taxable property in the area comprising
30 Hialeah County bears to the assessed value of taxable property
31 in Dade County as of the previous January 1.

1 Section 4. Notwithstanding any other provision of law,
2 the Board of County Commissioners of Dade County shall call
3 and hold special elections that coincide with the 2000 primary
4 and general elections at which officers for Hialeah County
5 shall be selected. The Board of County Commissioners of
6 Hialeah County shall reimburse Dade County for any costs of
7 conducting the election required by this section which are in
8 excess of the costs that would otherwise be incurred. Electors
9 of the area comprising Hialeah County are eligible to vote in
10 such elections.
11 Section 5. The creation of a responsive and locally
12 determined form of government for our citizens is an important
13 hallmark of a free country and, therefore, pursuant to section
14 18, Article VII of the State Constitution, the Legislature
15 determines and declares that the provisions of this act
16 fulfill an important state interest.
17 Section 6. This act shall take effect only upon the
18 approval by a majority vote of those qualified electors
19 residing within the proposed Hialeah County boundaries as
20 described in section 1, voting in a referendum election to be
21 called by the Miami-Dade County Commission and to be held on
22 September 1, 1999, in accordance with the provisions of law
23 relating to elections currently in force.
