11  The Committee on Fiscal Policy recommended the following

14         Senate Amendment 

15         On page 16, between lines 29 and 30,

17  insert:

18         (3)  Payment by a title loan borrower may not be

19  considered late unless it is received more than 7 working days

20  after the date the payment is due. If a late fee is charged by

21  the title loan lender, the total amount of the late fee may

22  not exceed 10 percent of the amount of the payment that is

23  late.
