19 rules.--Each district school board is authorized to adopt
20 rules to require, in all of the schools of the district,
21 programs of a patriotic nature to encourage greater respect
22 for the government of the United States and its national
23 anthem and flag, subject always to other existing pertinent
24 laws of the United States or of the state; provided, that when
25 the national anthem is played, students and all civilians
26 shall stand at attention, men removing the headdress, except
27 when such headdress is worn for religious purposes; and
28 provided, further, that the pledge of allegiance to the flag,
29 "I pledge allegiance to the flag of the United States of
30 America and to the republic for which it stands, one nation
31 under God, indivisible, with liberty and justice for all,"

1 shall be rendered by students standing with the right hand
2 over the heart. The pledge of allegiance to the flag, as
3 stated herein, shall be recited at the beginning of the day in
4 each elementary and secondary public school in the state,
5 provided that, upon written request by a parent or guardian, a
6 student may be excused from reciting the pledge. When the
7 pledge is given, civilians must show full respect to the flag
8 by standing at attention, men removing the headdress, as
9 provided by s. 7 of U.S... Pub. L. No. 623, approved June 22,
10 1942, as amended by U.S... Pub. L. No. 829, approved December
11 22, 1942.
12 Section 2. Subsection (2) of section 256.11, Florida
13 Statutes, is amended to read:
14 256.11 Public auditoriums; display of the United
15 States flag.--
16 (2) It is the duty of the person responsible for the
17 administration of such auditorium to provide a suitable flag
18 and cause it to be displayed in the manner provided in
19 subsection (1). If any such person willfully causes fails to
20 cause the flag to fail to be so displayed, except for the
21 cleaning, repair, or replacement of such flag, such person is
22 guilty of a noncriminal violation, punishable as provided in
23 s. 775.083.
24 Section 3. Section 233.064, Florida Statutes, is
25 created to read:
26 233.064 African American Studies.--
27 Each district school board is authorized to adopt rules
28 to require, in all of the schools of the district, programs
29 regarding the study of the history of African Americans,
30 including the history of African culture prior to the European
31 implementation of slavery, the passage to America, the

1 dehumanizing effects of the enslavement experience, abolition,
2 and the unique contributions of African Americans to society.
3 Curriculum relating to the history of African Americans must
4 be designed to lead to an investigation of human behavior, the
5 negative consequences resulting from racial hatred, encourage
6 tolerance of different races and cultures, and to promote
7 racial equity and pride.
