  1                         House Resolution

  2         A resolution commending the life and service of

  3         Detective Ricky J. Childers and Detective Randy

  4         Scott Bell.

  5

  6         WHEREAS, on May 19, 1998, Detectives Ricky J. Childers

  7  and Randy Scott Bell of the Tampa Police Department were slain

  8  while transporting a murder suspect to police headquarters for

  9  questioning, and

10         WHEREAS, both detectives were veteran officers who were

11  well-known, greatly liked, and greatly respected by their

12  fellow police officers and the citizens of the Tampa area, and

13  also happened to be the best of friends, and

14         WHEREAS, Detective Ricky J. Childers was born in

15  LaPeer, Michigan, and was a 19-year veteran of the Tampa

16  Police Department, and

17         WHEREAS, Detective Childers served the last 12 years of

18  his duty in the Tampa Police Department in the Homicide

19  Division, and

20         WHEREAS, Detective Childers was a first-rate homicide

21  investigator who had earned his reputation through his

22  persistent and thorough methods of investigation and the

23  extraordinary legwork he was willing to undertake in order to

24  solve a case, and

25         WHEREAS, Detective Childers had handled some of Tampa's

26  biggest murder cases, and

27         WHEREAS, Detective Ricky J. Childers received over 40

28  letters of commendation during his service on the Tampa Police

29  Department, and

30         WHEREAS, Detective Ricky J. Childers was selected as

31  Officer of the Month in November 1988, received the Tampa

  1  Police Department Commendation Award in March 1990, the Tampa

  2  Police Department Award of Valor in May 1990, was selected as

  3  Tampa Police Department Officer of the Year in 1990, received

  4  the Florida Council of Crime and Delinquency Distinguished

  5  Service Award in October 1990, and the Tampa Police Department

  6  Award of Merit in June 1996, and

  7         WHEREAS, Detective Childers' Officer of the Year Award

  8  in 1990 came as the result of saving the life of a 17-year old

  9  girl from drowning when he pulled her from her submerged car

10  and led her to safety, and

11         WHEREAS, besides being known for his professionalism

12  and dedication to his work, Detective Ricky J. Childers was

13  also known for his sense of humor, and as a devoted husband

14  and father, and

15         WHEREAS, Detective Ricky J. Childers is survived by his

16  wife, Vickie Childers, and his sons, Glenn Corky Harris and

17  Ricky Jo Childers II, and

18         WHEREAS, Detective Randy Scott Bell was born in

19  DesMoines, Iowa, graduated from Tampa's Robinson High School

20  in 1971, and was a 20-year veteran of the Tampa Police

21  Department, and

22         WHEREAS, Detective Bell was one of the Tampa Police

23  Department's finest investigators and had solved some of the

24  city's most high-profile murder cases, and

25         WHEREAS, Detective Bell was recognized for developing

26  many specialized techniques in investigating cases and was

27  being transferred to the department's Internal Affairs

28  Division because of his expertise as an interrogator and

29  investigator, and

  1         WHEREAS, Detective Bell received over 30 letters of

  2  commendation during his service on the Tampa Police

  3  Department, and

  4         WHEREAS, Detective Randy Scott Bell received the Tampa

  5  Police Department Award of Valor in December 1980 and in May

  6  1989, and the Tampa Police Department Award of Merit in June

  7  1988 and again in May 1997, and

  8         WHEREAS, Detective Bell's 1980 Award of Valor was the

  9  result of his entering a burning building to save the life of

10  a 64-year old woman by leading her out of the building to

11  safety, and

12         WHEREAS, like his good friend, Detective Ricky J.

13  Childers, Detective Randy Scott Bell shared a high sense of

14  professionalism and dedication to his work, was also known for

15  his sense of humor, and was a devoted husband and father, and

16         WHEREAS, Detective Randy Scott Bell is survived by his

17  wife, Donna Bell, his son, Chris Hill, and daughters, Ashley

18  Bell, Kacey Bell, Amanda Hill, and Demetra Jones, and

19         WHEREAS, it is with a sense of deep loss and sadness

20  that the Florida House of Representatives expresses its

21  condolences to the families of these officers who gave their

22  lives in service of the citizens of this state, and

23         WHEREAS, it is fitting and appropriate that the House

24  of Representatives honor the memory of these brave officers,

25  NOW, THEREFORE,

27  Be It Resolved by the House of Representatives of the State of

28  Florida:

30         That the House of Representatives of the State of

31  Florida hereby commends the life and service of Detective

  4         BE IT FURTHER RESOLVED that copies of this resolution

  5  be presented to Vickie Childers, Glenn Corky Harris, and Ricky

  6  Jo Childers II, and to Donna Bell, Chris Hill, Ashley Bell,

  7  Kacey Bell, Amanda Hill, and Demetra Jones as a tangible token

  8  of the sentiments expressed herein.
