1 House Resolution
2 A resolution recognizing the important work of
3 "Mothers in Prison, Children in Crisis."

5 WHEREAS, since 1980, the number of women in America's
6 jails and prisons has increased from 10,000 to more than
7 128,000, and most are nonviolent mothers from poor
8 communities, and
9 WHEREAS, this growing crisis is devastating families
10 and communities throughout the United States, and
11 WHEREAS, consequently, it is doing irreparable harm to
12 minor children of incarcerated mothers, who are more likely to
13 become incarcerated themselves; between 75 and 80 percent of
14 women in U.S. jails and prisons have dependent children, and
15 WHEREAS, now in its fifth year, "Mothers in Prison,
16 Children in Crisis" is the first and only national organizing
17 campaign that seeks to establish alternatives, such as
18 changing the sentencing norm for women with dependent
19 children, and
20 WHEREAS, there is a need for greater public awareness
21 and understanding of the connections between poverty,
22 education, victimization, and incarceration, and
23 WHEREAS, on May 7, 1999, the Friday before Mother's
24 Day, thousands of people across the United States will join
25 together at rallies, speakouts, and vigils to call attention
26 to the plight of women in prison and seek legislative change,
27 NOW, THEREFORE,

29 Be It Resolved by the House of Representatives of the State of
30 Florida:

1 That the House of Representatives hereby recognizes May
2 7, 1999, as "Mothers in Prison, Children in Crisis Mother's
3 Day" and calls upon the people of Florida to join in bringing
4 attention to the important work of this campaign.
