  1                      A bill to be entitled

  2         An act relating to weapons and firearms;

  3         providing that a nonresident who is a United

  4         States citizen may carry a concealed weapon or

  5         firearm in this state if the nonresident has

  6         attained a specified age and holds a valid

  7         license to carry a concealed weapon or firearm

  8         issued in another state; providing that a

  9         nonresident is subject to the same laws and

10         restrictions as a licensee in Florida;

11         providing that an out-of-state license to carry

12         a concealed weapon or firearm remains in effect

13         for a certain period following the date on

14         which the holder of the license establishes

15         legal residence in this state; specifying how

16         legal residence is established; providing

17         applicability; providing an effective date.

19  Be It Enacted by the Legislature of the State of Florida:

20

21         Section 1.  (1)  Notwithstanding s. 790.01, Florida

22  Statutes, a resident of the United States who is a nonresident

23  of Florida may carry a concealed weapon or concealed firearm

24  while in this state if the nonresident:

25         (a)  Is 21 years of age or older; and

26         (b)  Has in his or her immediate possession a valid

27  license to carry a concealed weapon or concealed firearm

28  issued to the nonresident in his or her state of residence.

29         (2)  A nonresident is subject to the same laws and

30  restrictions with respect to carrying a concealed weapon or

31  concealed firearm as a resident of Florida who is so licensed.

  1         (3)  If the resident of another state who is the holder

  2  of a valid license to carry a concealed weapon or concealed

  3  firearm issued in another state establishes legal residence in

  4  this state, has registered to vote, has made a statement of

  5  domicile pursuant to s. 222.17, Florida Statutes, or has filed

  6  for homestead tax exemption on property in this state, the

  7  license shall remain in effect for 90 days following the date

  8  on which the holder of the license establishes legal residence

  9  in this state.  The provisions of this section apply only to

10  states which have reciprocity with the State of Florida with

11  respect to the issuance of a concealed weapon or concealed

12  firearm permit.

13         Section 2.  This act shall take effect July 1, 1999.

      Provides that a nonresident who is a United States

19    holds a valid license to carry a concealed weapon or
      firearm issued in another state.  Provides that a
20    nonresident is subject to the same laws and restrictions
      as a licensee in Florida.  Provides that an out-of-state
21    license to carry a concealed weapon or firearm remains in
      effect for 90 days following the date on which the holder
22    of the license establishes legal residence in Florida.
      Specifies the manner in which legal residence is
23    established. Provides that the act applies only to states
      which have reciprocity with the State of Florida with
