19 (b) The Office of Program Policy Analysis and
20 Government Accountability shall study the mitigation options
21 as defined by s. 373.414(1)(b), implemented from 1994 to the
22 present, and issue a report by January 31, 2000. The study
23 shall consider the effectiveness and costs of the current
24 mitigation options in offsetting adverse effects to wetlands
25 and wetland functions, including the application of cumulative
26 impact considerations, and identify, as appropriate,
27 recommendations for statutory or rule changes to increase the
28 effectiveness of mitigation strategies.
