14         On page 2, line 10,

16  insert:

17         (e)  Notwithstanding subparagraphs (a) and (b), and

18  except as provided in subparagraph (c), in counties whose

19  charter was created by special act of the Legislature under

20  the 1968 State Constitution, the county council shall appoint

21  all members.
