  1                      A bill to be entitled

  2         An act relating to unemployment compensation;

  3         directing the Division of Unemployment

  4         Compensation to reduce employers' tax rates for

  5         the year 2001; providing exceptions; providing

  6         a reduced initial tax rate for certain

  7         employers for the year 2001; providing an

  8         effective date.

10  Be It Enacted by the Legislature of the State of Florida:

12         Section 1.  Notwithstanding s. 443.131(3), Florida

13  Statutes, for the 2001 calendar year or any quarter thereof,

14  the Division of Unemployment Compensation of the Department of

15  Labor and Employment Security shall subtract 0.5 percent from

16  each employer's assigned tax rate, except for those employers

17  who are assigned the initial rate or who have been assigned a

18  contribution rate of 5.4 percent or higher for more than 36

19  months.  Notwithstanding s. 443.131(2), Florida Statutes, for

20  the 2001 calendar year, each employer whose employment record

21  has been chargeable with benefit payments for less than eight

22  calendar quarters shall pay contributions at the initial rate

23  of 2 percent.

24         Section 2.  This act shall take effect July 1, 2000.

      Directs the Division of Unemployment Compensation to
29    subtract 0.5 percent from employers' unemployment
      compensation tax rates for the year 2001, with certain
30    exceptions. Provides a reduced initial tax rate of 2
