15         On page 63, between lines 21 & 22,

17  insert:

18         Section 41.  Subsection (11) of section 641.51, Florida

19  Statutes, is created to read:

20         641.51  Quality assurance program; second medical

21  opinion requirement.--

22         (11)  If a contracted primary care physician, licensed

23  under Chapter 458 or Chapter 459, and the organization

24  determine that a subscriber requires examination by a licensed

25  ophthalmologist for medically necessary, contractually covered

26  services, then the organization shall authorize the contracted

27  primary care physician to send the subscriber to a contracted

28  licensed ophthalmologist,
