16 insert:
17 Section 2. Certified domestic violence centers;
18 capital improvement grant program.--There is established a
19 certified domestic violence center capital improvement grant
20 program.
21 (1) A certified domestic violence center as defined in
22 section 39.905, Florida Statutes, may apply to the Department
23 of Children and Family Services for a capital improvement
24 grant. The grant application must provide information that
25 includes:
26 (a) A statement specifying the capital improvement
27 that the certified domestic violence center proposes to make
28 with the grant funds.
29 (b) The proposed strategy for making the capital
30 improvement.
31 (c) The organizational structure that will carry out

1 the capital improvement.
2 (d) Evidence that the certified domestic violence
3 center has difficulty in obtaining funding or that funds
4 available for the proposed improvement are inadequate.
5 (e) Evidence that the funds will assist in meeting the
6 needs of victims of domestic violence and their children in
7 the certified domestic violence center service area.
8 (f) Evidence of a satisfactory recordkeeping system to
9 account for fund expenditures.
10 (g) Evidence of ability to generate local match.
11 (2) Certified domestic violence centers as defined in
12 section 39.905, Florida Statutes, may receive funding subject
13 to legislative appropriation, upon application to the
14 Department of Children and Family Services, for projects to
15 construct, acquire, repair, improve, or upgrade systems,
16 facilities, or equipment, subject to availability of funds. An
17 award of funds under this section must be made in accordance
18 with a needs assessment developed by the Florida Coalition
19 Against Domestic Violence and the Department of Children and
20 Family Services. The department annually shall perform this
21 needs assessment and shall rank in order of need those centers
22 that are requesting funds for capital improvement.
23 (3) The Department of Children and Family Services
24 shall, in collaboration with the Florida Coalition Against
25 Domestic Violence, establish criteria for awarding the capital
26 improvement funds that must be used exclusively for support
27 and assistance with the capital improvement needs of the
28 certified domestic violence centers, as defined in section
29 39.905, Florida Statutes.
30 (4) The Department of Children and Family Services
31 shall ensure that the funds awarded under this section are

1 used solely for the purposes specified in this section. The
2 department will also ensure that the grant process maintains
3 the confidentiality of the location of the certified domestic
4 violence centers, pursuant to section 39.908, Florida
5 Statutes. The total amount of grant moneys awarded under this
6 section may not exceed the amount appropriated for this
7 program.
