1 A bill to be entitled
2 An act relating to teacher preparation;
3 requiring the University of South Florida to
4 develop and establish a teacher preparation
5 program; providing requirements regarding
6 scholarships; requiring student participants to
7 fulfill a teaching requirement; requiring
8 repayment of scholarship funds received under
9 certain circumstances; providing an effective
10 date.

12 Be It Enacted by the Legislature of the State of Florida:

14 Section 1. By July 1, 2001, the University of South
15 Florida shall develop and establish at its Tampa campus a
16 rigorous teacher preparation program for highly talented
17 students. The program shall be conducted in conformance with
18 the following requirements:
19 (1) When fully operational, the program must serve 200
20 students.
21 (2) Participants must receive full scholarships funded
22 through private donations and other outside sources to cover
23 the cost of in-state tuition and mandatory student fees.
24 (3) Participants in the program shall be required to
25 teach at least 4 years in a Florida public school that has
26 been designated as performance grade category "D" or "F,"
27 according to section 229.57, Florida Statutes. Participants
28 who fail to fulfill this requirement shall be required to
29 repay the University of South Florida the amount of annual
30 assistance received for each year of the unfulfilled teaching
31 commitment.

1 Section 2. This act shall take effect July 1, 2000.
