13         Amendment 

14         On page 2, between lines 19 and 20 of the bill

15

16  insert:

17         c.  An entity that is providing comprehensive

18  behavioral health care services to certain Medicaid recipients

19  through an administrative services organization agreement.

20  Such an entity must possess the clinical systems and

21  operational competence to provide comprehensive health care to

22  Medicaid recipients. As used in this paragraph, the term

23  "comprehensive behavioral health care services" means covered

24  mental health and substance abuse treatment services that are

25  available to Mediciad recipients. Any contract awarded under

26  this paragraph must be competitively procured. The agency must

27  ensure that Medicaid recipients have available the choice of

28  at least two managed care plans for their behavioral health

29  care services.
