  1                      A bill to be entitled

  2         An act relating to environmental control;

  3         creating s. 403.741, F.S.; creating the State

  4         University System Hazardous Materials

  5         Management Assistance Center; providing purpose

  6         of the center; specifying tasks of the center;

  7         providing an appropriation; providing an

  8         effective date.

10  Be It Enacted by the Legislature of the State of Florida:

11

12         Section 1.  Section 403.741, Florida Statutes, is

13  created to read:

14         403.741  State University System Hazardous Materials

15  Management Assistance Center.--

16         (1)  There is hereby established the State University

17  System Hazardous Materials Management Assistance Center. The

18  purpose of the center is to educate and assist institutions of

19  the State University System in achieving and maintaining

20  compliance with both state and federal hazardous waste

21  regulations in order to avoid fines and reduce risks to

22  students, staff, faculty, and the general public.

23         (2)  The State University System Hazardous Materials

24  Management Assistance Center shall be established at the

25  Florida Agricultural and Mechanical University - Florida State

26  University College of Engineering, and shall perform the

27  following tasks:

28         (a)  Design and implement a computerized onsite

29  hazardous inventory and waste management system for

30  institutions of the State University System.

  1         (b)  Provide outreach, education, and training programs

  2  to minority and small business vendors regarding compliance

  3  with federal and state hazardous waste regulations.

  4         (c)  Cooperate with other pollution prevention

  5  education programs.

  6         (d)  Assist institutions of the State University System

  7  in development of curriculum regarding the proper management

  8  and disposal of hazardous materials.

  9         (e)  Provide engineering and technical assistance in

10  modeling soil and groundwater contamination.

11         Section 2.  There is hereby appropriated from the

12  General Revenue Fund to the Florida Agricultural and

13  Mechanical University - Florida State University College of

14  Engineering the sum of $1 million for the purpose of carrying

15  out the provisions of this act.

16         Section 3.  This act shall take effect upon becoming a

17  law.
