  1                      A bill to be entitled

  2         An act relating to environmental control;

  3         creating s. 403.741, F.S.; creating the State

  4         University System Hazardous Substance

  5         Compliance Assistance Center; providing purpose

  6         of the center; specifying tasks of the center;

  7         creating two full-time positions; providing an

  8         appropriation; providing an effective date.

10  Be It Enacted by the Legislature of the State of Florida:

11

12         Section 1.  Section 403.741, Florida Statutes, is

13  created to read:

14         403.741  State University System Hazardous Substance

15  Compliance Assistance Center.--

16         (1)  There is hereby established the State University

17  System Hazardous Substance Compliance Assistance Center. The

18  purpose of the center is to educate and assist institutions of

19  the State University System in achieving and maintaining

20  compliance with both state and federal hazardous waste

21  regulations in order to avoid fines and reduce risks to

22  students, staff, faculty, and the general public.

23         (2)  The State University System Hazardous Substance

24  Compliance Assistance Center shall be established at the

25  Florida State University Geophysical Fluid Dynamics Institute,

26  and shall perform the following tasks for the institutions of

27  the State University System:

28         (a)  Design and implement a computerized onsite

29  hazardous substances inventory and waste management system for

30  institutions of the State University System.

  1         (b)  Provide outreach, education, and training programs

  2  for contractors and small business vendors of the State

  3  University System regarding compliance with federal and state

  4  hazardous waste regulations.

  5         (c)  Cooperate with other pollution prevention and

  6  recycling programs within the State University System.

  7         (d)  Assist institutions of the State University System

  8  in development of curriculum regarding the proper management

  9  and disposal of hazardous substances.

10         (e)  Provide engineering and technical assistance in

11  modeling soil and groundwater contamination to institutions of

12  the State University System.

13         (f)  Provide technical assistance to independent and

14  state colleges and universities, depending upon available

15  resources.

16         Section 2.  There are created two full-time employee

17  positions entitled Director of Services of the State

18  University System Hazardous Substance Compliance Assistance

19  Center and Assistant Director of Services of the State

20  University System Hazardous Substance Compliance Assistance

21  Center. The director shall be appointed by the Dean of the

22  College of Arts and Sciences at Florida State University. The

23  director shall have an engineering degree; at least 10 years'

24  experience in federal and state hazardous waste regulatory

25  compliance; experience in coordinating, on a statewide basis,

26  state and federal hazardous waste programs; and experience

27  teaching environmental regulatory compliance courses,

28  including hazardous waste regulation. The assistant director

29  shall be appointed by the director.

30         Section 3.  There is appropriated from the General

31  Revenue Fund to the Florida State University Geophysical Fluid

  1  Dynamics Institute, the sum of $1 million for fiscal year

  2  2000-2001, and $1 million annually thereafter, for the purpose

  3  of carrying out the provisions of this act.

  4         Section 4.  This act shall take effect upon becoming a

  5  law.
