17 Section 158. (1) Effective upon this act becoming a
18 law, the Commission on Basic Research for the Future of
19 Florida is hereby established. All members of the commission
20 shall be appointed prior to August 1, 2000, and the commission
21 shall hold its first meeting no later than September 1, 2000.
22 The commission shall be composed of 13 members who represent a
23 broad range of experience in basic scientific research and
24 possess an appreciation of the importance of basic scientific
25 research to the future of Florida. Members shall include
26 performers and users of research from public and private
27 universities, the armed forces, defense and high technology
28 businesses, and other interested nongovernmental
29 organizations. Five members shall be appointed to the
30 commission by the Governor, four members shall be appointed by
31 the President of the Senate, and four members shall be

1 appointed by the Speaker of the House of Representatives. The
2 Governor shall name one of the appointees as chair of the
3 commission. Members of the commission shall serve 4-year
4 terms, except that two of the initial appointees by the
5 Governor, by the President of the Senate, and by the Speaker
6 of the House of Representatives shall be appointed for 2-year
7 terms. Members of the commission are eligible for
8 reappointment.
9 (2) The purpose of the commission is to serve as an
10 economic development tool to increase the scientific research
11 dollars allocated to the state by the Federal Government. The
12 commission shall:
13 (a) Focus attention on the importance of improving the
14 state's basic science research infrastructure;
15 (b) Provide advice to scientific research driven
16 stakeholders;
17 (c) Assist in the development of long-range strategies
18 for increasing the state's share of scientific research
19 dollars from all sources; and
20 (d) Raise public awareness of the importance of basic
21 scientific research to the future of the state.
22 (3) The commission shall use the resources of the
23 state in implementing the work of the commission, including,
24 but not limited to, the Institute for Science and Health
25 Policy at the University of Florida and similar public and
26 private research groups. The commission shall coordinate with,
27 and not duplicate the efforts of, other scientific
28 research-related organizations.
29 (4) The commission shall consult with Enterprise
30 Florida, Inc., to ensure that economic development
31 considerations are factored into the work of the commission.

1 (5) The commission shall be located in the Executive
2 Office of the Governor and staff of the office shall serve as
3 staff for the commission.
4 (6) Members of the commission shall serve without
5 compensation but will be entitled to per diem and travel
6 expenses pursuant to section 112.061, Florida Statutes, while
7 in the performance of their duties.
8 (7) The commission may procure information and
9 assistance from any officer or agency of the state or any
10 subdivision thereof. All such officials and agencies shall
11 give the commission all relevant information and assistance on
12 any matter within their knowledge or control.
13 (8) By February 1 of each year, the commission shall
14 submit a report to the Governor, the President of the Senate,
15 and the Speaker of the House of Representatives. The report
16 shall outline activities of the commission and provide
17 specific recommendations for consideration by the Governor and
18 Legislature which are designed to increase the state's share
19 of scientific research dollars.
